Remarks on Industrial Relations (No.3) Bill 2011

Dáil Statement Wednesday January 18th 2012

I welcome the opportunity to speak on the Bill. In publishing the Bill, the Minister, Deputy Bruton, has recognised the urgent need for a fully reformed and modernised joint labour committee structure. Reform is needed to ensure that the system is constitutionally robust and representative of Ireland’s economic situation. This need was made even more evident in the recent High Court judgment which struck down the employment regulation orders as invalid. The decision meant that the EROs made under that system could no longer be enforced and cases against employers for breaches would have to be dropped completely. This would leave employees in a very serious predicament as basic rights could not be protected under the Constitution. Constitutionality is a fundamental issue that had to be addressed urgently. NEW ROAD PROJECTS FOR WESTMEATH ANNOUNCED

It is expected that there will be over thirty minor road schemes built nationwide in 2012, removing particularly bad bends or improving particularly hazardous local conditions. In a number of cases the funding will be used to remove bottlenecks and tackle congestion. Given that Exchequer funding is currently so limited, the Department’s main priority this year is to maintain roads and prioritise safety projects, followed by road improvements, and finally by new projects.

The N52 Rathconnell to Macetown realignment will take place as part of the minor works schemes. The N52 Cloghan to Billistown scheme will be brought through the planning process and will be built whenever funding permits, while bridge renewal works will be carried out on the N4 Ballynafid railway bridge.

In addition to these projects, the N4 Downs Grade Separation and  N52 Carrickbridge to Dalystown will be at construction this year as part of the major NRA schemes. Read the rest of this entry »

€3 MILLION FUNDING OVER NEXT THREE YEARS TO ADDRESS THE NEEDS OF CHILDREN WITH AUTISM – MCFADDEN

Longford/Westmeath Fine Gael TD Nicky McFadden has welcomed the allocation of €1million in additional funding to address the needs of children with autism this year.

“I very much welcome the announcement by Minister for Health James Reilly that an additional €1million in funding will be provided in 2012. A further €1million will follow over each of the next two years, making a total of €3million.”

“The funding will be focussed on addressing waiting times for specialist therapy services for children who have been diagnosed with autism and on developing Early Intervention Teams,” Deputy McFadden said. Read the rest of this entry »

Details of Government’s Spring Legislative Programme

 The Government’s new Spring Legislative Programme will continue to implement the Programme for Government commitments. 

The Government plans to publish 26 Bills in this Dáil term. The number of Dáil sitting days has allowed the Dáil increase its workload. From March 9th to December 2011 there were 99 Dáil sitting days, compared with 79 the previous year. The Government’s main focus in the next Dáil term must be on economic recovery and job creation. 

Legislation will be published on Budget measures, through the Finance Bill, Motor Vehicle (Duties and Licences) Bill and Social Welfare & Pensions Bill. Measures to help people with personal debt will also be introduced through the Personal Insolvency Bill. The Temporary Partial Credit Guarantee Bill will provide support for businesses.  Read the rest of this entry »

ALMOST 98% OF SINGLE FARM PAYMENTS PAID IN WESTMEATH AS AGRI SECTOR ON TRACK FOR GOOD YEAR – MCFADDEN

Longford/Westmeath Fine Gael TD Nicky McFadden has said that the agri-food sector is on course for a strong year, following bumper export results for 2011. Deputy McFadden also confirmed that almost 98% of Single Farm Payments have been paid to farmers in Westmeath with outstanding payments set to be processed as quickly as possible. The payments amount to more than €33,445,000 across the county.

 “The end of year figures from Bord Bia for food and drink exports confirm what most of us within the sector already knew; 2011 was a great year for Irish agri-business. MCFADDEN WELCOMES REOPENING OF TARGETED AGRICULTUAL MODERNISATION SCHEMES FOR 2012

Longford/Westmeath Fine Gael TD Nicky McFadden has welcomed the recent announcement by Minister for Agriculture, Food and the Marine Simon Coveney, that the Targeted Agricultural Modernisation Schemes (TAMS) will reopen this year.

“TAMS will reopen for new applications for the Dairy Equipment Scheme, Rainwater Harvesting Scheme, Sheep Fencing/Handling Scheme and the Sow Welfare Scheme,” Deputy McFadden said.

 “The allocation of €20.5 million to TAMS for 2012 will be sufficient to enable the Schemes concerned to be reopened and the Minister has signalled his commitment to keeping the Schemes open for new applications until the end of the current Rural Development Programme at the end of 2013. While it is the Minister’s intention to keep the schemes open, the number of projects approved will be subject to the overall funding limits for the schemes.” Read the rest of this entry »

DECREASE IN ROAD DEATHS POSITIVE BUT MORE IMPROVEMENTS TO BE MADE – MCFADDEN

The decrease in road deaths in 2011 is to be welcomed but more improvements need to be made, according to Longford/Westmeath Fine Gael TD Nicky McFadden.

“186 people tragically lost their lives on the road in 2011. Six of those deaths occurred in Westmeath and seven in the Roscommon and Longford areas. Our thoughts and prayers are with the devastated families, friends and communities.”

“To think a loved one could be taken away in such a tragic fashion is heartbreaking. As a community we need to ensure that the decrease in road deaths continues into the future. There were 26 fewer fatalities compared to 212 deaths on our roads in 2010 and 52 fewer deaths compared to 2009 when 238 people lost their lives on the roads,” Deputy McFadden said.

“Since the Road Safety Strategy 2007 to 2012 was introduced in 2007 road deaths have dropped by 50%. Minister for Transport, Tourism & Sport Leo Varadkar has made road safety a key priority for the Department.”

“New drink driving levels have been introduced and road safety measures to be introduced include new plastic drivers’ licences, enhanced commercial vehicle roadworthiness testing, and the publication of legislation to provide for preliminary impairment testing of drug drivers at the roadside. Preparations will also be made for new penalty points,” Deputy McFadden said.  

“While implementing policy measures will hopefully provide positive results, personal responsibility must also be taken and we must all use the roads with greater care, both for ourselves and fellow motorists.”

BORD NA MÓNA €6 MILLION R&D INVESTMENT

Longford/Westmeath Fine Gael TD Nicky McFadden has described the announcement of Bord na Mona’s €6 million investment in research and development as, “extremely positive”.

“This announcement is good news for the Midlands. Bord na Móna expects to create 91 jobs through a €6m million investment in research and development over three years.
